It is impossible to know the truth because:

**... it appeared that the Broward canvassing board's standard of what constituted a vote was inconsistent.

** Micheal Isikoff was incredulous watching the Broward recount. He observed ballots with dimples counted for Gore and same situation on ballots for Bush that were not counted.

** It is highly likely that the 19,000 over-votes in Palm beach were tampered with. Current reports suggest that hat the overwhelming majority of these votes were straight republican votes with a dual punch for president. Very old trick.

** The early call of Gore win supressed (at low end of estimates) 5000 net Bush votes

** Initial checks show that there wore more than 400 illegal votes cast by convicted felons, vast majority are black and registered democrats.

there are probably 100 addtional reasons if I tried hard enough.

Having said that, I would be surprised if Gore actually wins florida in these "recounts" , since ALL of the heavily democratic areas are already counted and Gore is still behind. Only things left are heavily republican and split areas of the state. Then if you apply some sort of standard to Broward Co., any standard at all, and Gore looses votes.
