Btw, my wife worked in special education for many years as well. In my opinion, the government spends too much money on the program for the results achieved. Also, you seem to suggest that the retarded or handicapped are not participants in special ed. Would you please explain this statement?

Yes, you are correct regarding a teacher shortage. I know teachers who just retired early who stated that they would not go back to public schools for $100k per year. Public education has changed drastically in the last 10 years, especially during Clinton's tenure. Schools are now called 'government schools' for a reason. They earned it.
