"It looks like Cheney is going to be one of the most -- if not the most -- powerful vice presidents ever," said Michael Kazin, an author and American history professor at Georgetown. "What's interesting is how Cheney is being depicted as a manager, as opposed to a politician."

The political dynamic on Capitol Hill is also partly responsible for Cheney's prominence. With a 50-50 Senate, Cheney will cast any tie-breaking votes. As a former Wyoming representative who rose to become the No. 2 House Republican, Cheney has such stature in Congress that House Speaker Dennis Hastert took the unusual step of offering him office space on the House side.
