After running some numbers on my spreadsheet I can see this is possible. Nevertheless Intel can supply lots more P3s than P4s, even at a lower margin that spells more profit. Another thing to consider about building inventory is that the .13u version of the P4 may not be the same product as the .18u version, meaning the .18u inventory may have to sell at a discount the way the Katmai version of P3 did compared to the CuMine version. What would be different? For one thing Intel can move a large L2 on die with the .13u process and the much smaller SRAM cell.
