I agree with your final conclusions. I think George should:
1. trash the tax cut
2. let AG do his thing with % rates- -which means cuts
3. use any federal budget excess to reduce the debt

I think what will happen is:
1. AG reduces interest rates
2. George gets his tax cut
3. AG may increase rates soon after
