I do not believe LADWP owns any plants at all. They are a retail distrubitor of below-market rate electricity. Just imagine if your customers could go to a municipally-chartered jewelry store and buy jewelry below market becuase that store bought their inventory from a govt-run jewelry consortium staffed by political appointees. Would you balme them if they went there instead?
