Ron,
Earth orbit is half way to anywhere in the solar system in terms of energy expended as long as you are patient and by Earth orbit I mean only a couple hundred miles up like the space station, not the 25,000 miles up required for geosynchronous orbit.

As for magnetic mass drivers, we already have the tech to do it. They may only be practical on the moon though. But once we are established on the moon everything we need can be made there so the only thing we will need to launch from Earth are people and given enough people on the moon and in space we won't "need" to launch anymore people because we can "produce" them there, but I expect a lot of us will want to go, myself included.
