The very thought that one can state oral/genital stimulaion not be considered a sexual act is absurd. The criminal laws of all states clearly recognize "oral Sex". The elements of the sexual assault statutes are always specific.

If a person forces a person by violence, threat of violence etc to perform an oral act of stimulation upon them, it is Sexual Assault.

How could it not be a sexual act with the lack of the threat?
