Yes, but Bush's current stance is to bitch and whine about what he is inheriting rather than starting to turn the economy around and creating an actionable plan to address the issues...we all know the current state of affairs, but Americans will have little patience (18 months is close to half Bush's term) for this kind of behaviour...again, a true leader will not look to the past and point fingers, but rather will be decisive, positive and action oriented.
