GST i think greenspan's main concern with respect to the market, if not his only concern, is that stock ownership is now so widespread no that the bursting of the irrational exuberance bubble would hurt so many people from all walks of life, not just some insitutions like it would have in the old days. And this in turn could unnaturally derail the economy.

IMO he made comments critical of the market in the past to try to temper things a bit without having to actually do anything specifically targeted at the stock market, as opposed to the economy. He would have been heavily criticized if he had done anything specifically targeted at the stock market.
