If we get a rate cut isn't that guaranteed to send the dollar down?

Without any metallic discipline all there is to maintain the internationa; value of moeny is a willingness to punish oneself with high rates. Cut those and the currency declines.

Don't cut, and the stocks decline. And then decline more as a rate cut cannot be avoided.

What a price to pay to rescue LTCM and to battle the Y2K imaginary monster.
