In general, an increase in shorts tends to be a bullish indicator. Those 900,000 shares have already been "sold," so at some point they must be "bought." If the price drops, the shorts may decide to cover, thus generating buying pressure and dampening the downward motion. On the other hand, if the price rises, the shorts may also decide to cover, again generating buying pressure and accelerating the upward motion.
