Cook county is solely responsible, not the state.

I suspect that the old puchcards will be eliminated, just a matter of who is going to pay for it.

Many counties across the US have already upgraded there machines. Now, those who have not, (and everybody has known of the punchcard problems for years) will pressure states and feds to pay for it. This means that people who have already paid their taxes to have machines updated will be forced to pay twice.

“Last year, the Chicago Board of Election Commissioners toyed with buying touch screens and solicited bids for a citywide system. The bids came in around $55 million, compared with $13 million the city paid for its punch card system."

...

Cook County Clerk David Orr was looking into replacing punch card systems in 1995.
