It was quite clear why they stopped the recount and they stated so. The process could not be completed by the safe harbor day provided in 3USC.

The legislative intent was to be complete by that time and Algore and the Florida Supreme court disregarded it.

The recount was not valid, 7 justices said so.

Rhenquist did not attempt to disavow anything, he only said that he hoped that the court would not be involved in an election again:

The Florida State courts, the lower federal courts and the Supreme Court of the United States became involved in a way that one hopes will seldom, if ever, be necessary in the future."

And he said not another word about it.
