Greenspan's testimony was quite clear, if the choice is between more government spending or tax cut, go for the cut.

edit: He is well aware of the ability of congress to cut spending or stop from spending more.

Demolib and their media sycophant's have taken the testimony out of context and spew it over and over. I find it very interesting.

His testimony on the subject can be found in his HH testimony, second to last I believe.
