the dollar reaction has to do with expected 'hot money' flows back into US equities. Greenspan has created huge gobs of money out of thin air recently...and today's cut is affirmation that he intends to step up the printing like never before.

you are right, coming months will put the hypothesis that cuts won't help to the test.
