I don't know much about bonds, but I suspect that today's surprise rate cut was caused by a sudden lack of liquidity in the bond market, not anything directly to do with the stock market.

Here's an "interesting little tidbit" from right before the fed cut rates - emphasis added:

interesting little tidbit from the stock arena, as a slowdown in the global economy will
reportedly force Office Depot to close 70 stores, cut its sales force by 10%,
consolidate its call center operations and relocate warehouses. The company also
announced that it would write down $45 mln worth of Internet investments, as well as
$12 mln related to joint venture operations in Japan. As far as we are concerned, we
have yet to hear the full story when it comes to corporate losses as a function of
Internet investment, a dynamic that could prove quite bullish for fixed-income if it helps
to exacerbate liquidity concerns.
