Now I'm not a writer, but doesn't the "ed" on the end of "intend" create a word that represents the past tense?

"At the time, X intended Y"

In other words, a typical campaign promise.

"During the campaign, the candidate stated that he "intended" to dedicate "some amount" of the surplus to debt retirement"
