TXN supposedly got a downgrade from MSDW, but the stock surged regardless.

Does anyone know when was the downgrade disclosed? I am trying to ascertain whether the (usually) powerful downgrade still had any effect on TXN's stock price, now that we are in a much more favorable macroeconomic climate. (The FED virtually promised another 25 basis points coming down our way before long.)
