I hate to play economic pundit because I ain't one. I don't see how a .50 rate cut is going to fix the economy. Yesterday Ford, Chrysler, and Volvo were all reporting a big decline in new car sales in December. I think new housing sales were also down. Unemployment figures come out Friday, I think. We're sliding into a recession fast, except that I believe the BLS was massaging the numbers to make the economy look better so Gore would be elected, and once the election was over and the writing was on the wall that Bush won, there was no more reason to lie so the truth is finally coming out.

The question then becomes, does Congress believe that a tax cut will stimulate the economy? Because otherwise it just cuts revenue, and the alleged surplus won't be there, not that it really is.
