"They cut taxes and gross revenues went UP"

Absent serious and prolonged recession, U.S. gross revenues increase every year even when the tax rate remains stable because of population increases, immigration, expanding economic activity, international trade, wage creep, normal increases in capital gains, increased deaths (because of increasing elderly) among those who pay estate taxes, etc. etc. So, isn't the question whether the rate of increase was more or less than it would have been without the Reagan tax cuts?
