| Well, elements of it have been current in conservative circles for a long time. Guys like Newt Gingrich, Jack Kemp, and Vin Weber, for example, were big on "enterprise zones", areas in the inner city with tax abatement, enhanced policing, and other incentives for business development. Of course, they are all currently out of government, but still active in the Republican Party. Many of these ideas are espoused by the Bush administration, like community development through church- based programs, vouchers, and corporate mentoring. I cannot think of current members of Congress who are identified with these proposals in the same way the Kemp was identified with allowing tenants to buy into public housing, but various people like Henry Hyde and Chris Cox have shown support for all or most of such initiatives......... |
