That's a very strange observation from my viewpoint... although here are some thoughts: Germans do 'drive' their cars... fast and furious, and it is not uncommon for cars to have hundreds of thousands of miles on them. You'll probably not get the 'bargains' to be had in the States or Canada where you may get "little old lady" or "fat old men" who trade their cars in with virtually no miles.
That said, the cars are 'maintained' properly and I'll bet you also wouldn't get the 'surprises' one might find in the states.. ie. 'oh, this car HAS been in an accident hasn't it??' Or, 'wonder when the last time this oil has been changed', etc. and you certainly don't see 20 year old cars running around with fenders hanging off spewing white smoke... they run properly.
