We had the "hiring freeze" rumor for Nokia in September. There have
been some restrictions on hiring in place at least since 1998 or so
as far as I can tell. The CEO has publicly stated that no company
can remain nimble above a certain size -I think it was 50 000 employees.

Nokia has been actively keeping the lid on hiring by outsourcing everything possible. So
it's very hard to separate this "strategic freeze" from something that may be associated
with current economic factors. Is there a freeze? Yes - for a couple of years by now. nokia
is trying to become a software/R&D house by shifting manufacturing to specialized
contractors.

Is that freeze company-wide? I don't think so; I know certain divisions are hiring right now.
