The overvotes and undervotes in the other 49 states have nothing to do with the matter -- those elections were not tied and were not contested as Florida's was.

In Florida, a careful recount of the undervote (and I hope the overvote will be looked at too) will tell us with a high degree of accuracy what the ballots contained, and what the tally would have been according to different standards, such as counting dimpled chads, using the sunshine standard, etc. This is more than we know now about the machine-rejected ballots, which is nothing.

There is no evidence for punchcards deteriorating under handling. First, according to Florida law, they are handled by elections officials only. Furthermore, punchcards were designed to be handled by humans.

By your standards of perfection, how can anyone ever count a vote?
