Collaring and leashing the power traders is the first step here to prevent the clock from ticking much further. If I was Davis I'd be brushing off my copy of "The Governor's Guide to Emergency Powers" about now.

I have no idea how they'll structure the fee as brought up in your point two.

As to point three, the state of "dereg" as it stands now in CA is a miserable failure and even the big intelectual proponent from Harvard? is having doubts. I think this is the end...for now.
