Flats: the root of the Cali Ute crisis isn't so much regulation vs. deregulation, as it is whether or not the consumer should be sheltered from increases in the natural gas input prices to producers, and secondly that no new power generation plants have been built in California in over 10 years. "Cali-style" "deregulation" only unmasked these dislocations sooner than they would have been felt otherwise. Untill the consumer is given an economic disincentive to continue current levels of consumption, the crisis will continue no matter who finances it. It won't get better this summer (which is the PEAK electrical demand period in Cali due to air conditioning), as no new supply is coming on board. Do Governor Davis' emergency powers extend to forcing out of state natural gas producers to sell in state at below market prices? Do they extend to forcing Western state producers to sell to Cali Utes at below cost without hope of having their back debts repaid? Certainly the FERC has some control over the latter issue, but they appear unwilling to exert said control untill California's government, citizens and utilities display some sense of fiscal responsibility for the hole they dug for themselves.
