What he said, in less technical terms, is it is possible that TI could incorporate EDigital code in special chips which will be specially ordered by those who need the Edig code, there is no way that Edig code will be in all chips just sitting around waiting to be turned on.

It would be too great a waste of valuable chip "space" to have code that is never going to be used.

Those who want Edig code will order the chips that have Edig code, those that don't need the code won't have it sitting around "waiting to be turned on."

[ my own note - SO FAR no TI DSPs with edig built in have been announced, ASFAIK. but edig dot connectors are looking forward to such. ]
