Interesting proposal, at least they are trying to cut through some of the construction bottlenecks for new power plants with this one:

To boost power supplies, the proposed agency would be able to bypass environmental and other permitting obstacles. Requests to upgrade and expand plants built before the 1970s would be granted automatically if the California Energy Commission didn't act within 60 days. Such approvals now usually take more than a year.

However, again they are resting on the hope that the main problem is "electricity hoarding" by the power generators:

Davis and other lawmakers have suggested that energy traders and producers are withholding power to drive up prices. That couldn't happen if the proposed California Consumer Power and Conservation Financing Authority owned the plants and could sell electricity at cost during shortages, Angelides said.

I don't see where any of these proposals addresses the underlying issue, that Californians simply aren't paying what it costs to generate or transport electricity to their state. I also don't have much faith in the proposition that the state can run the power generation facilities any better than EIX or PCG, (though admittedly, those guys set the bar pretty darned low!!!)
