Buzz, the reason why minutiae works is that it describes various 'landmarks' on your print without using the lines of prints in between the landmarks. The minutiae points are described, mathematically, in terms of their positioning relative to each other. Essentially, a minutiae reader takes note of a constellation of points from your finger and ignores the other 99+% of information presented by all your ridges. It's as if you were making a map of a city only by plotting the intersections; you'd have some kind of usable description, but it wouldn't and couldn't equate to a photograph, and you couldn't predict the photograph only by knowing the intersection locations.

Finally, the 1:1 commercial authentication system doesn't maintain a bank of prints to match against an anonymous print. That's a 1:many system -- the FBI's AFIS system is the best example-- and it takes an ungodly amount of memory and power to carry out. You only have to compare the costs to the local police for tenprinters and AFIS integration to the $20 IDX OEM reader and $75 or so BioLogon software to see the differences in technology demands must be huge.
