I don't know, perhaps you are right. I can imagine circumstances where issues would come out late, for example, if the staff were swamped and did sloppy research, assuming that the nominee were a slam dunk anyway. Then a constituent, alarmed at the pass given the nominee in committee, sends along the damaging information, and the Senator is appalled. But I do not know this to have been the case. I can only speculate......
