Vanguard Int'l to build 12-inch wafer plant with SST of U.S.

Taipei, Jan. 8, 2001 (CENS)--Vanguard International Semiconductor Corp. is
planning to team up with Silicon Storage Technology (SST) of the U.S. to
build a 12-inch wafer foundry plant at the Hsinchu Science-based Industrial
Park to produce mainly flash memory chips.

This cooperation is similar to the joint ventures set up by United
Microelectronics Corp. in Japan with Hitachi and a separate plant in
Singapore with Infineon of Germany.

But Vanguard International's project in Hsinchu will be the first case where
an international partner has been involved in building a 12-inch wafer
foundry plant in Taiwan.

Jian Shueh-jen, president of Vanguard International, said his company is one
of the few semiconductor manufacturers in Taiwan that own the technical
know-how for both logic ICs and DRAMs.

SST is a leading designing company of flash memory chips in the U.S. with
market share ranking among the world's top 10 companies.

Vanguard International and SST will also invite major IDMs (integrated
device manufacturer) to join the project. Construction of the new plant is
scheduled to start on Mach 1.

Altera, a major client of Taiwan Semiconductor Mfg. Co. (TSMC), is also
likely to be among strategic partners, according to industry sources.
Vanguard International is presently 45% owned by TSMC.
