Yep. As a career politician he is by nature very cautious (the name "Gray" suits him well...nothing is black or white with this guy!) Unfortunately, this is the type of crisis that demands swift and decisive action, not unlike the surgeon doing a crash laparotomy to repair a ruptured aortic aneurysm. Unfortunately, in that instance (as with the Cali utes), the prognosis is poor and the patient usually expires.
