Hard to achieve, even harder to maintain. Many of the greatest contributions to culture have come from trading centers. There seems to be two major ways to assimilate new culture, trading and conquest. The conquest route pretty much has a built in limit, and with modern technology is very risky. The trading route can be sustained for much longer periods. Again the key is to resist becoming too stable and static.
