Your question is at the core of the problem right now. EVERYBODY is claiming to have a portal of some sort. ORCL, SAP, SEBL, etc. are claiming to have portal components to their applications.

The question in my mind is whether anybody would buy a standalone portal if they can use the one that is packaged with their most common enterprise app. The disadvantage to many of those is that the providers obviously have some disincentive to providing interoperability with other software supplier's products, but even in that case the customers are demanding it. I've seen examples of mySAP.com Workplace (SAP's portal) pulling in views of Siebel and Peoplesoft stuff, so it can be done, even if the parent companies don't advertise it.
