Make no mistake. China started flexing muscles under George W. Bush Sr. Remember the charge "Coddling with Dictators"?? Bill Clinton atleast made good on Economic front with China. In general American policy towards China was driven to "Corporate" greed. Bush Jr. has made it clear in no uncertain terms, that this trend will continue in his tenure.
Meanwhile Cheney has also made clear during the campaign (or as a CEO of HAL) that trade relations with Iran should be established.
