David,

OK....here is your reading for the evening. I think it is a smoking gun.

I read this clearly as saying that the DOD will be issuing these cards (4 million?) at "issuing centers" (900 centers....1,500 pieces of equipment) around the world....and that an "electronic fingerprint" will be taken at the time if issuance....Yikes!

I also read this as saying that biometrics will not be used initially on a wide spread, per use basis....but that the fingerprint will be taken from the get go...for future use or higher security uses.

I see fingerprint biometric cards here...and all of the stuff needed to enroll the entire DOD. I would assume that if the fingerprinting security expands, we would be looking at a 1 to 1 device....but will the 900 "issuing centers" need a TP-2000 in order to communicate with the afis that would store all of the DOD prints?

I would love to hear your thoughts on this......I see fingerprints being taken for every new card issued....very positive.
