So why can't electricity from other parts of the country be forwarded to california at a reasonable cost?

Is there simply so much loss in the power lines that long distance power transfer is impossible?

Is that why the price is so much higher?

Local capacity would by definition be the cheapest source, since the power loss on short transmission distances is much lower..
