Also, 4x would generally be looked upon as a 400% increase, rather than a 300% increase.

Actually, 4x is a 300% increase. The confusion arises because 4x is 400% of the original amount, but if you take away the original 100% it becomes clear that the increase is actually 300%. Here's an example:

Suppose I start with one thing:
$

Then suppose I have 4x as many (400% of the original amount):
$ + $$$ = $$$$

The increase is 3 (or 300% of the original amount):
$$$
