It's an illusion of creating shareholder value. They have to prove they have an interest in the property in the sense of having title to either the surface or sub surface minerals. In BC the crown owns the minerals and only allows a company the right to explore and then the right to extract if economic quantities of a mineral is found. If that happens the crown usually will sell the surface rights, subject to any claims such as native land claims, to the company to make access and financing easier. The ownership and title to the minerals, however, stays with the crown. This a very large hump to get over, but as someone said, there's one born every day which permits the longevity of the illusion.
