In the House proceedings, they never resolved whether or not the charges against Clinton reached the level required in the Constitution. In fact, large numbers of lawyers and judges have stated that the charges did not meet the constitutional standard for impeachment. Hence, their decision to impeach Clinton was political, and a disgraceful abuse of majority power.
