I think there is a very good case for keeping IP phones and PC's separate. Imagine you unexpectedly needed to make a 911 call. Worst case the PC is switched off so you need to wait for it to boot up. If you have an NT account in your place of work you then need to log on. Once you have logged in then who knows what might happen, perhaps you have some new kind of PC virus which disrupts IP phone functions. The point is that there is just too much that can go wrong. It's better to have a separate specialised device. Remember VxWorks is FDA and FAA approved.
