I hope all the ECN's participate in Supersoes, otherwise its really going to suck to have to change routes between SOES or SUPERSOES to hit marketmakers and then Selecnet or ISLD or ARCA or REDI to hit ECNs. The thing I like about ARCA is I can set a limit order a couple levels up or down in a fast market and it will usually very quickly get me an execution against anybody--MM or ECN at or below my limit without getting a lock or cross error. I don't have to switch routes or anything. If Supersoes makes me have to switch routes back and forth manually between Supersoes participants and non-participants, in a fast market I'm going to be very very unhappy. My guess though is that ARCA will be smart about all of this and change their algorithms to recognize Supersoes participants and non participants and automatically select the correct route in order to get the fastest execution.
