Here I would have to disagree. Much very great art has been produced under restriction: patrons, publishers, etc. have always had their say. Virtually everything Dickens wrote was produced for serial publication, under deadline, and had to please an audience. Artists, unless they are independently wealthy (which is rarely the case) have to please someone, or they starve. I simply feel that private patrons generally have better taste - and fewer political agendas - than bureaucrats.
