That's why we have to examine the under- and overvotes -- to find the systematic patterns that caused them. We should be able to tell if the black precincts just suffered from neglect or all the broken machines showed up there on Election Day accidentally-on-purpose. And if it happened more often in Republican controlled counties than Democrat controlled counties.

True, a certain percentage is probably attributable to ballot confusions among a uneducated voting population, but 7% is too large a difference to be accidental.

And this number does not count the thousands of minority voters who showed up to vote only to find that they had mysteriously vanished from the voting lists, and -- oops -- the precinct workers had no way to contact Tallahassee to check.
