Why not not base this on intelligence rather than economics?

Intelligence is not so easy to measure, and it is by no means the only operative factor in academic or other accomplishment.

While you are giving equal opportunity to your second-best, what are your competitors in the world going to do?


If you believe that the "second best" are inherently inferior, than of course it is a waste of time to provide them with education. If you believe that a fair number of them are potentially productive individuals that happen to have been born into a very shitty life, which was hardly their fault, I would think that competitive concerns would make us want to do everything possible to help them overcome their initial disadvantages and be as productive as they can be.
