Bill. PC market is simply more consumer oriented.
Either you have new or two years old computer, you still need
good broadband connection.
Even corporate IT may in certain areas slowdown for one or two quarters. It is easy to do within corporation.
However large carrier, who is building multi-hundred
$ network for current and future needs, is not going to stop it for one quarter only b/c economy is temporary slower.
I know for the fact that certain project are not halted in many corporation only b/c 1-2 quarter slowdown.
