Wen Ho Lee, IMO, is lucky he's not still in jail for doing what he did.

He copied material, whether classified or not, FROM A CLASSIFIED DOE COMPUTER SYSTEM.

That's a MAJOR NO-NO... Especially since all classified IT systems are deliberately compartmentalized from non-classified systems in order to prevent distribution of material contained on them.

Just to further clarify the matter... you can put a Dilbert cartoon on a DOE classified computer system and immediately that cartoon now bears the same classification as our nation's nuclear secrets. It won't be classified from the perspective of being secret information, but rather the fact that secret material is co-located with that cartoon.

Thus, unless you or I possessed the necessary clearances, we would not be able to view that cartoon. And we certainly would be committing a security violation by downloading and storing it on a computer disk/tape and removing it from the classified facility.
