"surpluses are like tax cuts,
I'm not familiar with that statement (from anyone). Each dollar of surplus reduces the useless expenditure on interest payments for the debt. In that way it's like buying a really big tax cut on the installment plan. It's time to savor the surplus because we are unlikely to see it again soon.
