I have not pinned the blame anywhere; I have just said that a 10% ballot reject rate in majority black precincts is very suspicious, especially compared to a 3% ballot reject rate elsewhere.

When it comes to voting procedures the question is not who controls the precincts but who controls the counties, since county governments are in charge of voting procedures. Some of the majority black precincts are in Democratic counties and some are in Republican counties.
